Assessment of occupational safety and health qualification systems at the national level

Strong qualification systems are essential for countries to dispose of qualified professionals responsible for OSH management in the workplace. This practical guide proposes an innovative approach to support them in the assessment and further improvement of their national OSH qualification systems.

The guide presents each element of the national system for the qualification of OSH professionals and includes examples of diverse approaches and practices from various countries, which can be tailored to meet specific national needs. It builds on previous research on OSH qualification systems undertaken by the ILO in 14 countries and was pilot tested in Brunei Darussalam, Madagascar, and the Philippines.  

The guide is accompanied by a comprehensive set of tools to support the assessment process, the analysis of gaps, the definition of development objectives and the design of a monitoring and evaluation framework. The toolbox can be downloaded below, including terms of reference for conducting the assessment.  

The assessment findings help identify existing gaps and future development needs. These insights provide a foundation for prioritizing actions to develop a coherent and effective national qualification system, ensuring the availability of suitably qualified OSH professionals.
