The self-assessment method for social dialogue institutions (SAM-SDI)
The ILO has developed the Self-Assessment Method for Social Dialogue Institutions (SAM-SDI) to support constituents in analysing and strengthening the inclusiveness and effectiveness of their social dialogue institutions.
Designed for social dialogue institutions, employers' and workers' organizations, and their partners worldwide, SAM-SDI aims to reinforce the role of tripartite social dialogue in national social and economic policymaking. Research indicates that policies developed through tripartite social dialogue—where representative organizations of employers and workers collaborate with governments—result in fairer and more sustainable outcomes.
The SAM-SDI enables social dialogue institutions to undertake an in-depth self-assessment, focusing particularly on evaluating their inclusiveness and effectiveness. This assessment allows institutions to develop and implement and monitor action plans to strengthen their performance and impact on policymaking. The method is flexible and can be tailored to meet the specific circumstances, needs, and priorities of each institution.
